Many new small-business owners access financing through personal loans, often via a growing number of online lenders. But like credit cards, personal loans can have high APRs, especially for bad credit borrowers.
The Cato Institute has challenged the justification of the federal government in intervening in credit markets. Among other criticisms, Cato argues that “the SBA benefits a relatively tiny number of small businesses at the expense of the vast majority of small business that do not receive government assistance. SBA subsidies also represent a form of corporate welfare for the banking industry.” Cato notes that the failure rate of all SBA loans from 2001 to 2010 is 19.4%, contributing to a cost to taxpayers of $6.2 billion in 2011.
While the lender will run a credit report on you and your business, it is a good idea to have already checked both your personal and business credit profile ahead of time, to ensure its accuracy and to be prepared to answer any questions.

Most 504 loans are structured as follows: a nonprofit organization called a “Certified Development Company” (sanctioned by the SBA) will work in tandem with your lender and provide up to 40% of the project funding. Meanwhile, a traditional lender, like a bank or credit union, provides at least 50% of the financing. The process is slightly more complicated than other forms of financing since there are two participating lenders who must collaborate. The maximum 504 loan can be for $5 million, meaning that project funding can total up to $12,500,000 (or higher if the senior lender agrees to contributing over 50%).
You may be eligible for an SBA Economic Injury Disaster Loan if your small business has suffered substantial economic injury as a result of a disaster and are unable to meet your normal operational expenses.
In addition, the Export Express Loan provides requires businesses be at least one year old and export products overseas. You don’t necessarily have to have a year’s history in exporting so long as your principles can show significant experience exporting.
Businesses can apply for multiple types of SBA Disaster Loans at the same time to meet their various needs. Proceeds from disaster loans can also be used to relocate your business with approval from the SBA.
The top SBA lenders in the country are currently Wells Fargo, Chase, and Huntington Bank. Between them, they’ve done over 9,500 SBA 7(a) loans totaling more than $2.8 billion in 2017. Many other banks and credit unions offer SBA 7(a) loans.
This is the type of loan that provides small businesses with long-term, fixed rate funding to buy generally real estate or machinery or equipment for expansion or modernization. A private lender must agree to cover up to 50 percent of the loan. Meanwhile, a Certified Development Company, which is one of hundreds of private, nonprofit corporations designed to help economic development, picks up 40 percent of the loan. The borrower must contribute at least 10 percent equity. “This loan involves a major capital acquisition for machinery, equipment, and/or real estate,” Cruz says. “A business may want to move out of rental space and buy a small building and this is the loan for them. They have to have 51 percent occupancy. You could not buy the building and occupy only 1 percent.” The SBA’s maximum debenture is $1.5 million when companies agree to job creation or community development goals. In general, businesses are required to create or retain one job for every $65,000 funded by the SBA — although small manufacturers have a $100,000 job retention or creation requirement. That SBA contribution can go up to $2 million ($4 million for small manufacturers) if public policy goals are met, including revitalization of a business district, export expansion, minority business develop, rural development, among other goals.

Those with poor credit in a business-to-business environment that have receivables can use them as collateral. Alternative lenders, such as so-called Internet lenders, will charge higher interest rates, but generally have more relaxed standards.
The SBA doesn’t make loans itself, but rather establishes guidelines for loans that it will guarantee made by a range of partners, such as banks and other lenders, economic development organizations, and micro-enterprise lenders. By guaranteeing that the loans these institutions make to small business will be repaid, the federal government diminishes some of the risk to financial institutions so that they are more likely to consider lending to small businesses — businesses they likely would have turned down without those guarantees. The SBA sets limits on the interest rates, terms, and fees that the CDC must abide by. The loans must have terms or 10 or 20 years and the interest rate must be fixed. The interest rate is pegged to 5-year and 10-year US Treasury rate 10-year term loans, adding .38% to a 5-year treasury and 20-year term loans adding .48% to a 10-year treasury. Plus there are ongoing fees.
When people talk about SBA loans, they’re usually referring to SBA 7a loans. SBA 7a loans are by far the most common SBA loan and what most people (business owners and lenders) are most familiar with.
This is the SBA’s most commonly used — and most flexible — type of loan to help start-up and existing small businesses when they can’t get funding through normal channels. It was named for section 7(a) of the Small Business Act. It’s flexible because it can be used for a variety of purposes, including buying machinery or equipment or furniture, purchasing real estate, leasehold improvements, working capital or even debt refinancing. The maturity term for these loans is up to 10 years for working capital and up to 25 years for fixed assets. In general, the SBA’s maximum exposure for such loans is capped at $1.5 million and since the agency will back up to 75 percent of a 7(a) loan that means a business could borrow up to $2 million. (The SBA’s share of such loans was raised to 90 percent under the American Recovery and Reinvestment Act, which became law in February 2009, but is expected to drop back down unless extended by Congress.)
Approximately 900 Small Business Development Center sites are funded through a combination of state and SBA support in the form of matching grants. The 7(a) Loan Guarantee Program is designed to help entrepreneurs start or expand their small businesses. The program makes capital available to small businesses through bank and non-bank lending institutions. The Small Business Jobs Act of 2010 increased the maximum size of these loans, indefinitely, from $2 million to $5 million.

SmartBiz and StreetShares are good options for entrepreneurs with strong personal credit and established businesses. SmartBiz provides SBA loans with the lowest APR and longest repayment terms among online lenders. But since it’s an SBA loan, the application process will involve a lot of documents. If you want funding faster, StreetShares is an alternative. StreetShares, however, has a maximum borrowing limit of $100,000, a higher APR and shorter repayment terms than SmartBiz.
All 504 loans are fixed-rate, so you don’t have to worry about your interest rate suddenly going up. The loans come with a fee, which can be financed with the loan, spreading it out over a longer period.
While technically SBA CAPLines can be issued as stand alone products, typically these are only offered to borrowers in conjunction with a traditional SBA 7(a) loan or a CDC / SBA 504 loan. Very well qualified borrowers or those businesses that have the potential to bring in a great deal of other business to a bank may be able to find a lender willing to issue a stand alone CAPLines line of credit.

When we talk about an SBA 504 loan, we’re really talking about two different loans. One loan for 50% or less of your deal is issued by a traditional lender like a bank, credit union, or non-bank lender. The other loan is issued by a CDC for 40% or less of your deal. The difference of at least 10% is made up by you, the borrower. The two loans will have different rates, terms, fees, and limits. Combined, these rates will make up your total SBA/CDC 504 loan rates.
